UNHCR Capacity Building for Legislative Staff: Protection of Forcibly Displaced and Stateless and At Risk of Statelessness


The Philippine Arab Cooperation Council, Inc. (PACCI) will participate in a key engagement hosted by the United Nations High Commissioner for Refugees (UNHCR) in Clark, Pampanga from December 10 to 11, 2025, bringing together senior officials from UNHCR, the Department of Justice, Congress, and the Senate.

The capacity-building activity will support PACCI’s advocacy by strengthening the capacity of legislative staff to advance legislation that upholds the rights and promotes the welfare of refugees, asylum seekers, stateless persons, populations at risk of statelessness, and internally displaced persons, through enhanced understanding of protection frameworks, meaningful inclusion of lived experiences, and the identification of concrete avenues for collaboration in the 20th Congress.
