Memorandum of Understanding

On May 14, 2024, a significant partnership was formalized between the Philippine Normal University (PNU) and the Philippine Arab Cooperation Council Inc. (PACCI). The MOU signing ceremony took place at the Board Room, 5th Floor Maceda Building, with President Bert J. Tuga representing PNU and President/CEO Rafea Salem El-Hawi representing PACCI. The partnership was facilitated through the efforts of the Liaison and International Office (LIO).

The MOU aims to established a framework for collaboration between the two institutions, with a focus on three primary areas:

  1. English Language Proficiency (ELP) Training Program: The development and implementation of a training program designed to enhance English language skills of the rightsholders.

  2. Cultural Visits and Short-Term Study Programs: Organizing programs aimed at promoting cultural exchange and educational experiences.

  3. Joint Academic Activities: Pursuing collaborative academic activities through both online and offline modalities.

This agreement is set to remain in force for three years from the date of signing, demonstrating a commitment to long-term collaboration between PNU and PACCI.

Implementation of the English Language Proficiency (ELP)

  • Training Program

    Following the MOU signing, a series of meetings were held, leading to the proposal and subsequent implementation of the English Language Proficiency (ELP) Training Program. The program was assigned to the Faculty of Languages and Literature, under the leadership of Associate Dean Dr. Ma. Jhona B. Acuna.

  • Program Details

    Details The ELP Training Program was specifically designed to meet the needs of Thirty (30) Arabic and French-speaking refugees and asylum seekers from Middle Eastern and African countries. This initiative was carried out in collaboration with the Community and Family Services International (CFSI).

  • Rationale

    The rationale behind the program is rooted in PNU’s recognition as the National Center for Teacher Education (NCTE) and its commitment to providing high-quality language education. PNU’s Faculty of Languages and Literature, known for its expertise in English as a Second Language (ESL) and English as a Foreign Language (EFL) education, spearheaded the program.

  • Program Objectives

    The ELP Training Program aimed to achieve the following objectives:

    1. Professional Communication: Develop English language proficiency to enable effective oral and written communication in professional settings.

    2. Industry-Specific Vocabulary: Equip participants with the necessary vocabulary and language skills relevant to their fields of employment.

    3. Cultural Adaptation: Build confidence and readiness in participants to adjust to diverse workplace cultures and settings.

    4. Enhanced Employability: Improve participants’ employability and their ability to integrate into various work environments.

The PACCI-PNU partnership, formalized through this MOU, has already begun yielding tangible outcomes through the successful launch of the ELP Training Program. This collaboration aligns with PNU’s broader mission of fostering inclusive and sustainable development by empowering rightsholders from diverse backgrounds to succeed in the global workforce.
